OSPO SHEI BatSU was established in accordance with the decision of the Academic Council of the SHEI BatSU and the order of the Director of the SHEI BatSU (No. 131 dated 01.09.2008). OSPO SHEI BatSU carries out educational activities, implements programs of secondary vocational education in various specialties on the basis of basic secondary and secondary general education on a contract basis.
Training of highly qualified specialists competitive in the world market for technical, economic and other industries, capable of strategic and creative thinking, making effective management decisions, developing their intellectual and research potential.
The purpose of the department is to provide a new level of training of specialists, to achieve high quality education, competitive in the labor market and capable of effective work in accordance with international standards.
The task of the department is to develop and maintain educational programs of such a level that will allow their graduates to consider themselves the elite of economic and engineering science and practice.
The team’s responsibilities include ensuring the sustainable development of the department in the field of educational, scientific, social, cultural and international activities, creating conditions for the professional growth of the teaching staff, revealing the scientific and creative potential of students and developing their abilities for self-realization, self-improvement.
The principle of the department’s strategic development is the adequacy of educational programs to various social needs while maintaining the quality of educational services.
The OSPO conducts an educational process to train highly qualified personnel for the republic and, first of all, for the region, on the basis of high-quality classes through the use of modern teaching methods, the use of NIT, innovative methods, taking into account the interests of the regions in a market economy, the material interest of students in excellent studies, intensive rating technology of modular training is used.
Currently, 13 classrooms are equipped with modern equipment, appliances, and equipment. There are 3 educational and scientific laboratories, 3 computer classes, a TSO (audio-video, projector, interactive whiteboard), 1 library, workshops, and a technopark. Continuous improvement of the educational process contributes to the improvement of students’ academic performance, gives good results in the organization of educational work. Based on the study of the current state and requirements of new technologies, programmers, economists, lawyers determine the most rational directions for the development of the production structure in a market economy, as well as ensuring a new level of training of specialists, achieving high quality education, competitive in the labor market and capable of effective work in accordance with international standards.
OSPO students participate in scientific circles, student Olympiads and make presentations at student conferences.
Specialists are trained according to the approved curricula of the Ministry of Education and Science of the Kyrgyz Republic. In order to improve the quality of training specialists, curricula and syllabuses are constantly being improved in accordance with the requirements of the State Educational Standard for Secondary Vocational Education. To ensure the educational process, students are trained at the enterprises of the city of Sulukta, Leylex district, according to the contracts drawn up by GorOO, RAIO, LLC ”Kyzyl-Bulak”, LLC ”Nur”, Social Fund, “Kyrgyzpochtasy”, Treasury of Sulukta, joint stock company ”Tulpar”, “Zhibek Zholu”, RSK- bank, Tax Administration of Sulukta.
The research activity of the department is aimed at the development of functional and applied research closely related to the educational process and providing training for teachers, economists, lawyers, technicians servicing computer equipment and computer networks, technicians servicing the repair of motor vehicles of average professional qualification. Research work also allows the most effective use of the scientific potential of the department to solve the economic problems of the region of the republic. One of the main tasks of the department is to introduce students to science, to involve them in a scientific search. R&D in our department is a necessary element of secondary vocational education. The main goal of R&D is to deepen and expand knowledge in all disciplines. Mastering the methods and skills of independent research, creative approach to solving scientific, pedagogical, technical and production tasks. The main tasks of R&D are mastering the dialectical scientific method of cognition, creative assimilation of program material, teaching methods and techniques of experiment, skills of working in research teams, familiarization with the methods of organizing research. Students’ participation in scientific research contributes to the development of their individual abilities, scientific intuition. Doing scientific work brings up objectivity, accuracy, dedication, puts forward difficult moral, socio-ethnic problems for young people.
The international relations of the department are built on the basis of interstate and bilateral agreements on scientific, technical and cultural cooperation. The Department of Secondary Vocational Education has extensive scientific and creative ties with the countries of the near and far abroad – Russia, the Republic of Kazakhstan, the Republic of Uzbekistan.

The teaching staff of the OSPO constantly improve their pedagogical skills, increase their theoretical training by actively participating in scientific research, scientific and theoretical conferences, seminars and participation in the social life of the region, as well as the disclosure of the scientific and creative potential of students and the development of their abilities for self-realization and self-improvement.
The Department of Secondary Vocational Education provides training and graduation in the following directions:
Maintenance of computer equipment and computer networks;
– Organization of transportation and management of transport;
– Maintenance and repair of motor transport;
-Economics and Accounting;
– Jurisprudence;
-Underground mining of mineral deposits;
-Tax and taxation;
-Power stations, networks and systems;
-Teaching in primary schools;
-Preschool education.
Duration of study: on the basis of the 9th grade, 2 years 10 months,
on the basis of the 11th grade, 1 year 10 months
