The Kyzyl-Kiya Institute of Technology, Economics and Law (KITEP) was opened as the Kyzyl-Kiya branch of the Osh Higher Technological College on the basis of the order of the rector of the Osh Technological University dated October 23, 1995 and the consent of the Ministry of Education and Science of the Kyrgyz Republic in order to provide the region with highly qualified specialists, considering the shortage of teachers with higher education in secondary schools, economists, technicians and engineers in enterprises and institutions            Southwestern region of Kyrgyzstan. In 1999, by the decision of the Academic Council of the Osh Technological University, it was transformed into the Kyzyl-Kiya Institute of Technology, Economics and Law  Osh Technological University (KITEP OshTU).

   The Kyzyl-Kiya Institute of Technology, Economics and Law of the Batken State University (KITEP BatSU), formed by the Decree of the President of the Kyrgyz Republic dated July 25, 2000 No. 190, has its own legal status.

   At present, the structure of the Institute consists of the Faculty of Economics and Engineering Technologies, the Department of Correspondence and Distance Learning, the Department of Economics, the Department of General Sciences, Engineering and Construction, and the Department of Secondary Vocational Education established at the Institute. More than 2,200 students study at the university in full-time, part-time and distance learning.

   The department of secondary vocational education at the Kyzyl-Kiya Institute of Technology, Economics and Law of the Batken State University was opened on March 20, 2008 on the basis of the order of the Ministry of Education and Science of the Kyrgyz Republic No. 01-01 / 30-1.  
   She passed the certification of the Ministry of Education and Science of the Kyrgyz Republic and received license No. 681 for secondary vocational education.  The department of secondary vocational education trains specialists in economic, pedagogical and technical profiles.
