Today, December 18, 2024, the delegation of Batken State University participated in a seminar on the Presidential Decree granting special status to higher education institutions and the Special Status Law. At the seminar, the Deputy Minister of Education and Science of the Kyrgyz Republic, Rasul Abazbek uulu, explained the main features and responsibilities outlined in the law. The I. Razzakov Kyrgyz State Technical University shared its experience of operating under the conditions of special status.
🔑 Key issues discussed at the seminar:

  • Academic Freedom: Universities have the right to independently develop educational programs and establish their own standards.
  • Financial Freedom: Institutions are allowed to open off-budget accounts and use funds effectively outside the treasury system.
  • Suspension of Inspections: According to Clause 2 of Presidential Decree No. 243 dated July 18, 2022, all planned inspections, except those by the Accounts Chamber, are suspended for three years.
  • Administrative Freedom: Rectors have the authority to independently appoint the first vice-rector and fully revise the university structure.

Additionally, detailed explanations of the rights outlined in the law were provided. The BatSU delegation received comprehensive answers to their questions and is confident that these new opportunities will significantly contribute to the university’s development.
